ADEM fines Chemical Agent Disposal Facility
The Alabama Department of Environmental
Management (ADEM) has levied a fine of $49,600 against the Anniston
Chemical Agent Disposal Facility for seven permit violations. Most
of the issues listed by ADEM were reported to the State agency by
management at the Anniston facility. The violations cited by ADEM
included Use of an improperly calibrated piece of equipment to
monitor for carbon monoxide. The alleged violation occurred when the
facility was not processing chemical agent. Use of an incomplete
monitoring system to sample air near the perimeter of the facility.
Processing of four trays of metal containers in a furnace consistent
with requirements associated with processing chemical munitions
metal casings but not consistent with requirements for other waste
by-products. Feeding of decontamination solution to the second
stage of the furnace while the first stage of the furnace was below
the temperature allowed by the permit. Use of two sumps to collect
liquid when there was an indication of a possible mechanical
malfunction by the apparent presence of moisture between the sump
liner and the concrete vault.

Use of a sump to collect decontamination
solution while the pump in the sump was not working, causing the
sump to overflow inside an interior room in one of the facility
buildings. None of the decontamination solution left the building.
ADEM stated that management and employees at the facility did
address the reported issues immediately when they were discovered
taking appropriate corrective actions. The cited violations did
not cause the release of any agent into the environment or hazardous
constituents in excess of permit limits. The resulting consent
order agreed to by the State agency and the facility formally
resolves all of the violations. According to the contract the Army
has with Westinghouse Anniston, all chemical munitions disposal
operations should be concluded by August 2013.
Etowah Sheriff search
The Etowah County Republican Executive
Committee has voted on three candidates for the appointment of
sheriff, a vacancy created with the death of Sheriff James Hayes on
Oct. 19. Joe Nabors, Todd Entrekin and Mitch Chastain were selected
from among eight candidates who were interviewed by the committee.
Nabors had the most votes with 47. Entrekin had 32 and Chastain had
7. There were 91 votes cast. The names of Nabors, Entrekin and
Chastain will be submitted to Gov. Bob Riley, who is expected to
make an appointment by the end of the week..
Talladega murder suspect seeks youthful offender status
An 18-year-old Talladega resident facing a
capital murder charge has filed a formal request to be tried as a
youthful offender. Matthew Ray Williams, of Kudzu Lane, was
indicted on the capital charges in August, and was set to be
arraigned in September. Williams is accused of fatally shooting 22
year old Delbert Hunter Harris, of Sycamore on the night of Oct. 9,
2006, outside a residence on Allison Mill Road in Talladega. He
allegedly fired at least four shots from a handgun while inside a
moving vehicle. Hunter was struck once in the chest, and was
pronounced dead at the scene.
Voters of the small northern Etowah County town
of Mountainboro Tuesday cast their lots with the City of Boaz.
Mountainboro voters cast 82 votes to being annexed into the City of
Boaz, with 79 voters casting ballots against such a move.
Included in the total of 161 votes cast were seven absentee ballots,
with six of those for annexation. Also in the total were two
provisional ballots which will have to be examined. The total vote
was 80 percent of the 200 eligible to vote.
